A Tale of Unfulfilled Potential: Dubuque's Air Service Dilemma
Dubuque's commercial air service, a promising venture, has come to an end, leaving the city with a difficult decision.
In a recent turn of events, the Dubuque City Council has decided to terminate its contract with Denver Air Connection, the sole commercial airline operating daily flights out of Dubuque Regional Airport. This decision, effective from January 15, 2026, marks the end of an era and sparks a debate about the future of the city's air connectivity.
While the flights have been running at approximately 50% capacity, Airport Director Todd Dalsing emphasized that a ridership of 80% is necessary for self-sustainability. Dubuque had agreed to subsidize the difference, but the expected increase in passengers never materialized, leading to the council's decision to discontinue the service.
"I cannot, in all honesty, support continuing this service when it means directly funding it from our city's resources," stated Mayor Brad Cavanagh. The annual cost of maintaining this service is estimated to be a significant $3.5 million.
The impact of this decision is far-reaching. Greater Dubuque Development President & CEO Rick Dickinson believes that without commercial air service, the region's potential will remain untapped. "Now, more than ever, I am convinced that our community's growth and development are intricately linked to our ability to offer convenient air travel options," he said.
The flights' first year of operation generated nearly $18 million for the region, according to the Iowa Aviation Economic Impact Report. This figure highlights the potential economic benefits that could be lost without a robust air service.
Cavanagh revealed that Dubuque has been seeking inclusion in the federal Essential Air Service program, which provides financial support to airports for daily commercial air service. However, unlike cities like Waterloo, Dubuque has not been granted access to this program.
The council's vote to discontinue using taxpayer funds for air service was not unanimous. Council Member Susan Farber argued that investing in air service, although costly, could yield significant returns. "Sometimes, you have to spend money to make money. It's too early to give up on this opportunity," she said.
All council members expressed their desire for air service to thrive in Dubuque, but the use of city funds to support it was a point of contention.
Dalsing pointed out that losing daily air service also means Dubuque will no longer be eligible for federal Airport Improvement Program grants, which have funded approximately $8 million worth of projects and equipment in the last year alone.
"There will be consequences, and we will need to find alternative ways to fund these essential improvements," said Council Member Danny Sprank.
The council's decision comes after extensive efforts by the city and community, including $100 rebates offered by Dubuque Initiatives, which will continue to be honored until the end of the year.
Starting January 2, Denver Air Connection will adjust its schedule for its remaining service in Dubuque. The morning flight will depart Dubuque at 6 a.m., arriving at O'Hare at 6:50 a.m., while the evening flight will leave O'Hare at 7:45 p.m., landing in Dubuque at 8:40 p.m.
The city advises passengers who booked flights after January 15 to contact their respective airlines or agencies directly for re-accommodations or refunds.
